This full-time position follows a regular Monday through Friday (37.5 hours per week) work schedule with the opportunity to allow a hybrid work schedule consisting of two (2) days in-office work at the CSIU Main office located in Milton, PA location and three (3) days telework from home and/or approved off-site locations. Currently the in-office days are approved as Tuesday and Wednesday. In addition, face-to-face interaction with clients, meetings and trainings may be
required on days deemed as teleworking days. Certain requirements, based upon CSIU telework policy and administrative regulations, must be met. The CSIU has the right to cancel or suspend the employee teleworking privileges at any time, for any or no reason due to the
requirement of the CSIU and client needs.
ORGANIZATIONAL RELATIONSHIP: The Grant and Budget Analyst will report to the Grants and Accounting Manager and in their absence to the Director of Financial Services. The Grant and Budget Analyst will interact with CSIU program directors and staff as well as
representatives of federal, state, local, and other funding agencies.
JOB DEFINITION: The Grant and Budget Analyst is responsible for the accurate preparation, monitoring, and reporting of assigned grants and budgets; preparation of fiscal information for CSIU program staff; and assisting the Grants and Accounting Manager, the Director of Financial Services and the Chief Financial and Operations Officer in general budgetary and accounting processes.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Grant and funding proposals:
Review RFP (Request for Proposal) and advise grant writer/program director on appropriate budget calculations and budget procedures.
Work with grant writers, program directors and human resources to determine that appropriate salary amounts are included in the budget.
Project salary and fringe benefits for single and multiple year funding as well as other budgetary line items.
Revise budget proposals and advise staff on appropriate cost
reductions in relation to program mandates and guidelines.
Advise grant writer/program director on local match procedures when required.
Monitoring and fiscal reporting of assigned program budgets:
Responsible for understanding and maintaining current information on budget guidelines and procedures; i.e. allowable costs, budget
revision requirements, fiscal reporting, and close-out requirements.
Prepare program account codes and budget amounts (original and
revised) for data entry into CSIU accounting software.
Calculate individual salary and benefit percentages in order to ensure correct distribution to individual budgets.
Review monthly computer printouts to monitor program expenditures and ensure they are allowable according to funding guidelines.
Monitor program revenues for accuracy and timely receipt: includes daily monitoring of receipts to determine availability of funds for
payments to sub-grantees.
Prepare periodic budget/expenditure forecast spreadsheets for
distribution to program directors/staff.
Plan and prepare for meetings with program directors to review budget/expenditure forecasts and to discuss potential over/under spending.
Determine appropriate account codes for requisitions, invoices,
payrolls, and revenues in accordance with the Pennsylvania
Education School Accounting Manual.
Advise program directors when budget revisions are needed.
Calculate correct indirect cost charges and prepare invoices on a monthly or quarterly basis
Prepare journal vouchers to correct posting of expenditures and
revenues to incorrect budgets.
Prepare reporting forms (monthly invoices, quarterly cash
reconciliations, state and federal invoice forms, final expenditure
reports, etc.) to appropriate funding agency within the required timeline (frequently needs to be via electronic submission).
Maintain appropriate documentation for Single Audit and Auditor General's audit requirements and assist the Grants and Accounting Manager, the Director of Financial Services and the Chief Financial and Operations Officer with audit preparation as requested.
Other budgetary duties:
Exchange written, oral and electronic program fiscal information with funding agencies and other CSIU staff.
Attend meetings and teleconferences and review RFP materials
regarding program budgets and guidelines in order to advise program directors and grant writers on budgetary requirements.
Actively participate in staff development opportunities to maintain knowledge of CSIU, program areas, and fiscal and computer skills.
NON ESSENIAL DUITIES AND RESPONSIBILITIES:
Assist the Grants and Accounting Manager, the Director of Financial Services and the Chief Financial and Operations Officer in special
projects.
Assume other assigned job-related responsibilities by immediate
supervisor or designee.
EDUCATION, EXPERIENCE AND SKILLS REQUIRED:
Minimum requirement is a High School Diploma or equivalent General Education Diploma (GED) and a minimum of eight (8) years full time work experience in a payroll, business, accounting or financial office role or; an Associate's degree in Business Administration or
Accounting and three (3) years full time work experience in accounting or payroll field. A Bachelor's degree in Business Administration or
Accounting is preferred.
Grant and budget accounting experience within a school district or
intermediate unit (Educational Service Agency) setting preferred.
Knowledge of and experience with federal program fiscal
requirements and Pennsylvania Department of Education accounting procedures.
Essential proficiency using personal computers including Microsoft
Office packages Word and Excel spreadsheet software unassisted.
Knowledge of grant and budget accounting as well as the ability to
assist in problem solving budgetary issues.
Adept at using virtual meeting platforms such as Skype, Zoom and
Microsoft Teams.
Computer experience with email and experience managing file
sharing with Google Drive.
Excellent verbal and written skills including the ability to communicate well by telephone.
Ability to operate a calculator and adding machine.
Assist as liaison with program departments and fiscal agents at
various state and federal agencies.
Excellent organizational and time management skills to prioritize the task based on project deadlines. And must be able to type accurately and maintain a high level of productivity.
Ability to work independently and as part of a team.
Must have ability to communicate and work effectively with
colleagues, co-workers, community agency personnel, and students/trainees.
Requires the ability to develop and maintain positive and collaborative relationships using tact and diplomacy and to remain calm in unpredictable situations.
ADDITIONAL ELIGIBILITY QUALIFICATIONS:
Current, approved Act 34 (PA State Police), Act 151 (PA Child Abuse Registry) and Act 114-FBI Fingerprint clearances are required and must be renewed at appropriate, specific intervals pursuant to Act 153 of 2014 (revised Act 15 of 2015).
Current, approved Act 126 Mandated Reporter Training certificate showing completion of a minimum of three (3) hours training every five (5) years.
PROFESSIONAL DEVELOPMENT REQUIREMENTS:
Attend all required meetings, and trainings to maintain accurate and current knowledge and skill sets related to programming.
Attend relevant conferences, trainings, and in-services to maintain and enhance professional development as recommended by the
immediate supervisor or required of the position.
PHYSICAL REQUIREMENTS:
Sedentary- able to sit for extended periods of time working on
computer, occasional walking, standing (as necessary) and able to lift and carry up to 25 pounds.
Dexterity - finger movements (computer keyboard, calculator), eye-hand coordination (office equipment, etc.).
Audio-Visual requirements - within normal range with or without correction.
Is able to move throughout all buildings, floors and grounds.
Able to lift boxes of at least 25 pounds.
Worksite environment - Primarily indoors-office setting with occasional exposure to outdoor elements/climate during the day.
Mental demands - steady response to unpredictable situations, ability to remain calm and productive during stressful situations.

TIME REQUIREMENT:
This position is a full time non-exempt position working 37.5 hours per week over 12-months per year. Flexibility for extra hours when
necessary to meet reporting deadlines. Additional working hours must be pre-approved by immediate supervisor.
May require infrequent overnight travel or travel out of the area to seminars or workshops.
Attendance at work is a requirement of this position; any and all
absences must be approved by the immediate supervisor.
